The U74LV00 is designed for 2V to 5.

The U74LV00 provides the function Y=A B or Y=A B in positive logic.
The device is fully specified for partial-power-down applications using Ioff.
The Ioff circuitry disables the outputs, preventing damaging current backflow through the devices when it is powered down.
